Abstract

In view of the current economic context and its implications for the weakening of social rights, such as sport and leisure, and the right to democratic participation of the people on public decisions, the study presents an example of how the state, at the municipal level, is organized for election of public policies and how the popular participation is in this organization. This qualitative research used as tools for gathering information the interviews with five officials, the document analysis and a field diary. There are evidences that, despite the internal meetings organization and informal public participation, the final decision remains centralized in the manager. The results suggest the need of educative actions for the development of popular participation and the area of sports and leisure.
