Abstract

In its present formulation in Charter of Organization of American States, principle stands as a monument to generations of Latin American statesmen and jurists who labored for its adoption. This nonintervention norm goes far beyond rule often attributed to general international law, as well as prohibition in Article 2(4) of United Nations Charter of the threat or use of force against territorial integrity or political independence of any state, or in any other manner inconsistent with Purposes of United Nations, and perhaps also beyond Article 2(7) of UN Charter which (with sole exception of enforcement measures under Chapter VII) requires world organization to abstain from intervening in matters that are essentially within domestic jurisdiction of any state.
