Abstract

This study analyzes several law enforcement agencies to (a) determine levels of representation of racial minorities in the law enforcement profession and (b) identify the marketing strategies being used during recruitment campaigns to locate, attract, and hire racial minorities to sworn positions. Responders answered questions regarding levels and areas of marketing techniques, sources of community outreach, recruit eligibility requirements, and other factors considered during recruiting campaigns. Results indicate low levels of informational distribution to, and contact with, critical core constituencies and institutions in minority communities. These findings may have implications for the numbers of minorities who are eventually hired for law enforcement positions.
