Introduction

The last few decades have witnessed the rapid development of networked control systems due to their significant advantages and they have been applied to variant industrial areas such as unmanned surface vehicles, unmanned space vehicles, smart grids, wastewater treatment processes, Internet-based teleoperation, intelligent transportation systems and so on [1,2,3]. Time-delay systems have been more and more important in modern industrial applications in network environments. The Wirting-based inequality, which was originally proposed in 2013 [5], has been very attractive and a large number of results on the stability of time-delay systems have been reported in the literature [6,7], which in turn stir up the advanced development of delay-related practical control systems
