Realization of political and administrative leadership by the Presidential Ombudsman for children’s rights

Abstract

Nowadays the formation of political and administrative leadership of the Presidential Ombudsman for children’s rights becomes sustainable and strong management function and needs transformation. Safeness and well-being of children in Ukraine need special participation and attention from political and administrative bodies. This determines main functions and role of the Presidential Ombudsmen for children’s rights.The mechanisms of the implementation of political and administrative leadership by the Presidential Ombudsmen for children’s rights have beaen highlighted. Suggestions to improve the mechanisms of political and administrative leadership in the sphere of child safeness and wellbeing in Ukraine had been made.Statistics about the situation with child population shoes that modern challenges have reached a critical level. Therefore it is an extremely important governmental taask to provide safeness and well-being for children being the most vulnerable representatives of our society. It has been found out that improvement of mechanisms of political and administrative leadership in this sphere is possible due to clear and agreed definition of objectives, principles and directions of further development of this sector as well as strengthening of the institute of the Ombudsman. Moreover it has been grounded that improvement of the organizational and structural mechanism must include the consolidation of efforts and partnership at the national level, cooperation with the international community, including cooperation with the Commissioner for Children’s Rights and Children’s Ombudsman from around the world in order to study and implement best practices. Such actions will considerably strengthen the Institute of Ombudsman.The main functions and role of the Ombudsman in the childcare system have been defined. These are the following as leadership and promotion of children’s interests, motivation of all stake holders who participate in the development of political will and decision making process at the governmental level.Further researches should be focused on the development and implementation of scientifically based efficiency indicators of political and administrative leadership in the sphere of safeness and wellbeing of children.
