Abstract
The reason for studying the hierarchical systems vas that direct computation of optimal control solutions for large scale systems is rather difficult and time consuming job. The hierarchical multilevel theory intends to resolve the discrepancy between the complex requirements to the control process and the restrictions on computer power. The paper introduces a coordination policy, vhich decreases the information transfer in the multilevel systems. Real time requirements are satisfied due to the lack of iterative computations.
