Abstract

With a new Democratic President preparing to send his first federal budget to Congress sometime next month—March 23 is the rumored due date—it seems appropriate to take a look at how federal support for research and development fared during the years the White House was controlled by Republicans. The American Association for the Advancement of Science summed up former President Ronald Reagan's eight years in office by saying his Administration's R&D policies were remarkably consistent. These policies emphasized heavy investments in military R&D, provision of substantial increases for nondefense basic research, resistance to increases in biomedical research, opposition to applied research programs in some agencies, and support of projects.
