Abstract

A paper on the doctrine of separation of powers traces its influence in Australian constitutional development and practice. It explores the comparative practical importance of judicial and tribunal review together with Ombudsman oversight in Australian administrative law. In addition, three alternative theories of accountability, namely the national integrity system, the fourth branch of government, and the administrative justice system, are examined.
