Abstract

HE criticisms levelled by Vingilis and Burkell in A P Critique of an Evaluation of the Impact of Hospital * | { Bed Closures in Winnipeg, Canada: Lessons to be Learned from Evaluation Research Methods (Vol. 2 u ~~I7, No. 4. pp. 409-25) reveal a misunderstanding of the process involved in our evaluation of health care reform in Manitoba. Rather than responding to each point they make, we are confining our comments to three major themes in their critique: insufficient time-frame, limited scope, and vulnerability to threats to validity.
