RDII Investigation and Quantification for Philadelphia's Wastewater Collection SystemThe Philadelphia Water Department (PWD) has developed a comprehensive Combined Sewer Overflow (CSO) Compliance Program in an effort to improve Philadelphia's water environment and consequently, meet NPDES permit conditions.
