Abstract

The year 1965 went down in the history of the Soviet Union as the year of economic reforms, which aroused an unprecedented interest in the scientific community in the theory and practice of public administration and its legal regulation. Soviet scientists were given a global task - to determine the scientific ways of developing Soviet public administration in the new economic conditions. A team of scientists from the Institute of State and Law of the USSR Academy of Sciences also joined in the solution of this problem, as a result of which in 1968 the Nauka publishing house published a collective monograph “Scientific foundations of public administration in the USSR”. Doctor of law, professor M.I. Piskotin took an active part in the preparation of this work. His great scientific heritage continues to influence the development of domestic legal science.
