Abstract

The authors propose a motion estimation (ME) algorithm for determining a motion vector which minimises the estimated total number of bits allocated to the motion vector and to the residual discrete cosine transform coefficients. This rate-optimised ME algorithm contributes to an improved reconstructed image quality and a reduced number of coding bits per frame.
