Abstract

Documents and discussions relating to Exclusive Economic Zone (EEZ) policing matters frequently make reference to the need for a rapid response or rapid deployment capability. This normally means an ability to position appropriate resources at defined locations as quickly as possible. There would also appear to exist the view that most anti smuggling policing involves sequences of high speed pursuit at speeds in excess of 50 knots, a view recently dubbed the Miami Vice syndrome.’ Perhaps it is the use of the term ‘hot pursuit’ that contributes to this popular image. The tabloids do not help however. A few years ago one headlined a drugs preventive operation involving pursuit and the report was littered with phrases such as sea chase, high powered pursuit, dash for freedom, hot pursuit, etc., when in fact the target was only able to manage a maximum of 11 knots!
