Abstract

A Railway Transportation Safety Supervision and Management Information System” is based on the analysis of safety systems management as a theoretical basis, and by the adoption of modern communications and computer network technology to link up various individual safety monitoring equipment. The equipment is geographically dispersed and loosely organized at the safety control center, so as to constitute a safety information transmission channel. In order to realize the purpose of a variety of safety information collected automatically, with centralized management and information sharing, establishing the railway safety supervision and management integrated platform could also achieve the following functions: equipment monitoring alarms, safety inspection information, incident management information sharing, safety data management and utilization, real-time alarm monitoring, warning analysis and management, safety monitoring information with integrated query and analysis, safety incident disposal and analysis, information support for rescue, determination of safety trends, and safety management decision-making, etc. It is necessary to adopt advanced and mature technology and development tools to establish a rational, scientific valuation index system of the railway safety warning systems and safety performance cumulative arithmetic model. The valuation index system and arithmetic model are used to analyze safety information comprehensively, establish safety warning mechanisms, find and solve the potential problems which could restrict the safety situation, provide technical support for leader's decision process, and truly realize the guiding ideology of “safety first, prevention first”.
