I THANK: Mr. Morris for pointing out that the passage in question may be somewhat ambiguous to those concerned with practical communications. But the phrase quoted must not be read out of context with the rest of the paragraph. I was, in fact, recording the conclusions reached in a study of electron density/height profiles and their application to high-frequency communication1. I agree that some practical communication systems were designed to use higher angles of transmission and reception; and this means that improved results would probably be obtained by reducing the angle of elevation, having due regard to the frequency in use and the range of communication in question.
