Abstract
In this comment we consider three matters. First, we present the results of research in a south London magistrates' court which have a bearing on the question of institutionalized racism. These data were submitted as evidence to Lord Scarman's enquiry. Secondly, we consider the Scarman report and the way in which it dealt with allegations of racism. Thirdly, we examine critically Lord Scarman's proposals for community policing and offer some alternative suggestions.
