Abstract

The problems of achieving equity in health care are discussed with reference to the R.A.W.P. formula for resource allocation. The main criticism of R.A.W.P. is seen to be the failure to use reliable indicators of need which would pave the way to a rational evaluation of priorities based on strategies of prevention, cure and care.
