Abstract

Who are the true property owners of French cities ? Are the Church, the State, banks and insurance companies, municipalities or representatives of the big families ? Since 1789 and the Declaration of Human Rights, every French citizen has been having the right to ownership, freely and independently of the mighty. But even today rumours pretend that French cities belong to the Church or that Paris is sold to foreigners ? These rumours betray a part of the fear of society, as ownership illustrates the game of power. In the XVIIIth century, Church and nobility shared the wealth of France. In the next century, the middle classes captured it. Since the end of the Second World War, the middle class has been giving up the place to financial institutions, to the State and to local governments. JEL classification : R2
