Abstract
The development of frameworks for public services gave rise to an overall consideration of the development of health services across France over a twenty year period. Considerable attention is given to a prospective analysis of the issues to be faced by our health system over the next 20 years and of their territorial aspects. The summary presents a synthesis of the currently recognized factors and possible scenarios for: -the changing economic context and social safety net, -the evolution of needs, -dynamics of supply. The report's proposals to enable the French health system to adapt to these changes revolve around four main aspects: -the space of health services, -prevention and health promotion as an overriding priority, -organization of health services, -the system's capacity to adapt and evolve. Finally, the report examines the assessment of the implementation of the health services framework.
