Abstract

It is shown that the effective collision frequency of electrons increases as a result of the development of instability in a plasma. This leads to stabilization of the instability and formation of a quasistationary state. The characteristic features of this quasistationary state can be detected in the experimental data of auroral scattering of radio waves.
