Abstract

This article defines the quasi-governmental body as any type of body or organization which is not an incorporated part of a central or local government's own structure but which acts as an extension of that government's authority because of its legal (including contractual) financial or political relationships to government. An inescapable dilemma of public accountability versus operating independence is attached to these nonelected bodies. This dilemma can be alleviated, but not resolved, by a clear political requirement that quasi-governmental bodies which deliver (or even determine) significant public polices and programs, involving huge public expenditures, must be open, transparent, fully explanatory and subject to limited terms for their controlling boards.
