Abstract Successfully developing solid waste processing facilities—landfills, materials recovery facilities (MRFs), and transfer stations-has long posed great challenges to planners because of NIMBY-related concerns, such as fear over the perceived negative economic and environmental impacts of waste processing activities. Against this backdrop, the US. Supreme Court and the lower federal courts have added an additional obstacle: the invalidation of so-called solid waste “flow control” laws.
