Abstract

Tertiary education in Israel makes a clear distinction between (1) higher (university and academic) education, which, 'includes teaching, science and research' as defined in the Council for Higher Education Law, 1958 (Stanner, 1963); and (2) post-secondary education that is largely vocational. The higher education system in 1986 consists of seven institutions at university level, Everyman's (Open) University, eight nonuniversity institutions of higher education and five in the process of acquiring university status. Institutions where academic studies are undertaken can be divided into four groups. The first group consists of the seven universities, listed here in chronological order:
