Abstract

In modern society, scientific research, technological development and innovation (R + D + i) are a driver of economic growth and social welfare. In recent years the agents and structures that make up the research, development and innovation system (R + D + i) of Navarra have experienced spectacular growth. Coming from below the state average positions, in a decade Navarra has reached the top positions among Spanish regions and is located in positions close to the European average. In this report the "take off" of R & D in Navarra as well as innovation activities in industrial SMEs, is analyzed. SMEs have been at the core the R & D system. The study was conducted from the theoretical perspective of "innovation system", in particular its regional variant, which emphasizes the influence of institutional, cultural and social innovation processes in firm innovation processes.
