Abstract

This report is the second volume in a study that identified and analyzed impediments to improving the public management of local infrastructure facilities. This report provides an analysis of and proposes solutions to the impediments that limit the effectiveness of municipal public works agencies. The analysis includes information gathered from twelve local and state agencies that represent a broad range of populations, geographic locations, forms of governance, and public works functions. Specifically, the report identifies and proposes solutions to overcoming the legislative (Federal and state), administrative, and technical impediments to improving public works performance.
