Abstract
The author of this article worked as an Adviser in the Ministry of Local Government, Housing and Construction in Colombo, Sri Lanka, from 1978 to 1980. The article was written soon after but was not published, because it was seen as too controversial. It deals with the dynamics of the policymaking process of the then Prime Minister Premadasa's plan for building 100 000 houses over a period of a few years. More than ten years have now elapsed, but many of the points are still (unfortunately) very relevant for housing policy in the Third World.
