Abstract

Few topics have attracted as much attention as the rise in public sector deficits, and few generally accepted hypotheses have undergone as radical a change as those in the area of fiscal policy and public finance. Many see large public sector imbalances as a major threat to a sustained recovery, and governments in virtually all industrialized countries have taken steps to reduce their deficits.
