Public procurement and mechanisms of competition. Example of an open consortium

Abstract

Efficiently functioning mechanism of competition in public procurement is crucial for the development of the Polish national economy. The objective of the article is to prove, based on the research conducted by the Author, that the participation of bidding consortia in public procurement procedures for construction works strengthens market competition mechanisms in public procurement and increases effectiveness of public procurement.
