Abstract

This article discusses two problems in the political and economic life of the Russian Federation, determined by the scale of the NWO: the need for a significant and rapid increase in the output of defense products and the need for a large amount of construction and restoration work in the new regions of the Russian Federation (DPR, LPR, Zaporozhye and Kherson areas). The article shows that the various types of state support used by the Government of the Russian Federation for the Military Industrial Complex (MIC) do not provide a multiple increase in the output of the military-industrial complex. In the Russian Federation, the structure of the distribution of state defense orders should be promptly restructured, relying not only on existing military-industrial complex enterprises, but also on small and medium-sized businesses. At the same time, it is necessary to actively use small and medium-sized enterprises (SMEs) and their resources (formed teams of workers, machine park, readymade production sites, etc.). The article proposes to create conditions for solving isolated problems through the development of small and medium-sized businesses involved in the public-private partnership (PPP) system and the corresponding change in the legislative framework. At the same time, it is necessary to signifi cantly expand the use of PPP mechanisms in the modern economy of the Russian Federation. The necessary scientific justification and practical recommendations for using the PPP methodology were proposed by the author of this work in his previous scientific papers.
