Abstract
ABSTRACT Organizational purpose and actual practice of selected public, private and commercial organizations comprising the community leisure service system were studied. The sample frame included organizations from local government park and recreation departments, YMCA's, clinical therapeutic institutions, local government special recreation associations and commercial recreation enterprises. A three-dimensional approach to characterizing organizational purpose revealed significant variations between organization types regarding their missions as well as their actual practices. Some organization types were found to exhibit more incongruity than others relative to the three purposes of increased ratio of revenue to expenses, compliance with popular public or market wants, and enhancement of human and/or environmental well-being.
