Abstract
Although central government initiatives drive local authorities to deliver the highway service through national measurements and targets, it is apparent that these may not represent all the needs of the various users. Consequently, Kent County Council has undertaken a broad range of consultation work to understand how it can measure and demonstrate the success of its highway service. This paper describes this work and it is hoped it will stimulate further debate on this important topic.
