Abstract

Politically neutral bureaucrats posed no threat to the constitution as long as they were only executing poli cies chosen by elected officials. Although they note that the distinction has blurred over time, Denhardt and Denhardt (2007) find the politics-administration dichotomy an important element of the field and its importance is still evident in current government institutions such as the council-manager form of local government. Huber's book on bureaucratic neutrality rejects the politics?administration dichotomy as im practical and instead argues that strategic neutrality allows for bureaucratic power and policy making.
