Abstract

Along with the coming of knowledge economy era, intelligence and human resource have been the vital stratagem resources. The public sector has changed the managerial emphasis to the track of knowledge and human resource. It is clear that the innovation of public human resource management is the new challenge to adapt the changing of inner and outer environment. Based on the analysis of the difference between public sector and private sector in the area of human resource and compare the human resource practice of public sector between China and Western countries, it studies the innovation of the development and management of public sector human resource and presents some opinions about establishing the Chinese characteristic public sector human resource management.
