Abstract

The resource squeeze caused by the COVID-19 outbreak on the medical and public health system in China exerted huge pressure on patient admission and exposed the existing problems in the medical service system, public health system, and disease control system. With the gradual recovery of social and economic activities, normalized epidemic prevention and control puts forward higher requirements for risk prevention and dissolution capacities of the medical and public health system in China. This chapter analyzes structural shortcomings of the medical and public health system, and discusses the exposed problems with institutional mechanisms in combination with the current status of China's health resource allocation. Facts show that to fully activate resources and strengthen serviceability at the community level, primary medical institutions must have the ability to provide ordinary medical services trusted by community residents and have the enthusiasm to actively provide good health services.
