In recent years, with the advent of the era of an aging population and the increase in the general standard of health consciousness, health care expenditures in gradually shift from disease treatment to health care, health care social welfare promotion, disease prevention and early intervention into big trend under the background, has the unique advantages of traditional Chinese medicine “cure not ill” industries ushered in the great development opportunities. Especially in this year’s special circumstances [1], Chinese medicine has played an important role, but also provides a good opportunity for its industrialization development. In April 2003 the Alberta government integrated specialized mental health services, formerly organized independently, with the health regions, which are responsible for general health services. The objective of this article is to determine whether the transfer was associated with an increase or decrease in the share of resources in the region allocated to mental health care relative to total spending for health care. The measure of the share for mental health care is the total costs for mental health care resources as a percentage of total health care spending. Resources and spending examined were those that were actually or potentially under the regions' control. Annual costs for mental health services in the province were obtained for a seven-year period (fiscal year [FY] 2000 through FY 2006) from provincial utilization records for all residents in the province. Unit costs were assigned to each visit. The trend in the share measure was plotted for each year. The share for mental health care increased overall from FY 2000 (7.6%) to FY 2003 (8.2%), but returned to pre-FY 2003 levels in the three years after the transfer (7.6%). Despite concerns expressed before the transfer by federal and provincial reports over the level of expenditures devoted to mental health care, the integration of mental health services with other health services did not result in an increase of the share for mental health care.

Traditional Chinese Medicine (TCM) culture is a treasure of the Chinese nation. It provides modern medicine with invaluable wisdom through its clinical principles of holistic view, syndrome differentiation and treatment, Yin-Yang and Five Elements, and "preventing disease before its onset", as well as its philosophical tenets of human-centeredness and moderate harmony. TCM holds significant advantages in prevention, treatment, and rehabilitation. First, compared to the aggressive methods of Western medicine and the drug resistance of Western pharmaceuticals, TCM exhibits minimal side effects. TCM therapies, such as manual techniques applied to acupoints and meridians, enhance immunity through safe, gentle approaches with few adverse effects. Herbal medicines, derived from natural sources and rationally processed, also demonstrate low toxicity. Second, in contrast to Western medicine'shigh recurrence rates and poor long-term efficacy, TCM regulates the body's holistic state to achieve sustainable therapeutic outcomes. Herbal medicines act gradually, making them particularly effective for chronic diseases with notable long-term benefits. In recent years, the Chinese government has prioritized TCM development, issuing policies to support its innovation, inheritance, and grassroots system construction. Chronic disease management and the establishment of community-level TCM networks are emphasized as key future goals. Concurrently, China promotes TCM's global recognition through international collaborations and cultural exchanges, aiming to enhance its clinical and cultural influence worldwide 38. Finally, TCM embodies profound cultural significance. Its theoretical foundations, rooted in classical texts like Huangdi Neijing, the philosophy of Yin-Yang balance, and humanistic values, form a brilliant facet of China's traditional culture. TCM's strengths in clinical practice, policy frameworks, and cultural depth contribute uniquely to individual health and national governance under initiatives like "Healthy China.
