Abstract
NOTE: An earlier version of this paper was presented to the 1969 meeting of the Western Political Science Association. The simulation experiment was conducted at the Foreign Policy Research Institute, University of Pennsylvania. The survey was conducted for Research for Better Schools, Inc., Philadelphia.
