Abstract

A measure -meant as an incentive to encourage provision making, modulated insurance premiums according to the degree of hazard for a risk of identical nature in those municipalities not endowed with a state flood risk prevention plan (PPRi) in the five years prior to any new occurrence of flooding. There followed a wave of PPRi registrations in the Nord-Pas de Calais Region. These PPRis were indifferently framed for one or more types of risk at the municipal level or according to a river basin. As stated by government authorities "some natural catastrophe orders have very possibly been unduly prescribed. However these decrees, for lack of legibility, do not allow yet to identify the areas where PPRIs are to be maintained or lifted" [DDE, June 13 th 2006]. Our project aims at conducting research around risk assessment. The aim being to come up with a model for evaluation which will be both scientifically and technically reproducible as well as to introduce a nomenclature of hierarchized PPRis based on indicators of vulnerability-ultimately helping to discriminate between PPRis : those to be preserved from those which are expendable.
