Abstract

This paper will discusse the historical development of the protection of civilians in international humanitarian law and summarizes the importance of the protection of civilians in international humanitarian law. The paper then analyses specific international humanitarian law measures for the protection of civilians, as well as problems in the identification of civilians and dilemmas in armed struggle. The paper suggests that the international community must further clarify the requirements for protecting civilians under international humanitarian law to effectively implement.
