Abstract

This research proposes a systematic for process improvement of the national Supply Surveillance Process, carried out by the responsible regulatory organism, (ANP), the Brazilian national biofuel, oil and gas regulatory agency, in order to increase efficiency and effectiveness in the referred organizational process. To achieve this purpose, a literature review was carried out, using the most relevant bibliographic databases available on Capes' website. The improvement of organizational processes had as reference the themes: challenges, opportunities for improvement and costs. After obtaining the initial information elements, the option devised was interviewing of those responsible for conducting the relevant activities, for the inspection of the supply to the main regulatory agency, the National Agency for Petroleum, Natural Gas and Biofuels, to know respective information on the topics. The research methodology chosen was case study. Four experts from the regulatory agency, who worked or have worked in this organizational process, as managers, for long time were interviewed, gathering the perceptions that subsidized the elaboration of the systematic proposal in this study. It was verified the need to increase the speed of communication of the agents of the Inspection Process with the members of another organizational process, identified as Fuel Quality Monitoring Program and conducted in another organizational unit of the regulatory agency. It was possible to figure out the need of increasing the speed of communication between the members of another organizational process, the Fuel Quality Monitoring Program published by the regulatory body and the agents of the supervisory body (s) that acted in field, in the respective periods. This dissertation proposes process changes that provide data on the compliance of products collected in enforcement actions. In conclusive terms, it was verified the need for clarification as to costs, both to result in infraction notices. The results make it possible to develop and improve the knowledge of the academic community as it relates to changes in the federal public administration
