Abstract

Agile software development has become popular in the last decade, and agile principles can be propagated in different ways, creating distinct perceptions of agility. This results in several models for assessing the Agility level. However, evidence of their actual use in practice is limited. This paper proposes a set of attributes for the evaluation of the agile Scrum method in a software development project of a sample of six public universities in the Southeast region of Brazil. The development of software in such institutions is, for the most part, complex and poorly organized, due to the lack of previously defined processes, which hinders the development of software. In this scenario, there are the superintendencies and nuclei of information technology of public universities in the Southeast region of Brazil, where development is supported by a cascade process. A multiple case study was conducted in order to evaluate the implementation of agile methods, more specifically Scrum, in the context of these organizations. For this, the questionnaires were sent through the internet, through Google Form, to each respondent to collect qualitative data regarding the use of IT, Agile Methods and Scrum in their sector, as well as to evaluate Scrum, through the attributes of IT evaluation and Agile / Scrum Methods raised in the literature review. When analyzing the agile Scrum method, a low level of maturity in the use of agile methods was observed in most of the sample universities. It was also noticed a very strong relationship of a group of attributes, which evidenced the perceived benefits in practice of the agile Scrum methodology: improvement of response time, reduction of costs and deadlines, increase in team performance, and increase in value aggregate. Through the closed questions it was observed that the attributes that Scrum obtained the best performance were: communication, collaboration, productivity, and reduction of deadlines.
