Abstract

This paper represents the series of working papers for RANEPA Master of Global Public Policy academic programme.Author discuss current situation in Russian higher education and propose two policy decisions aimed on improvement of quality of higher education in Russia.The first one is changing of the managerial model for higher education institutions moving towards corporation. This model consist of independent managerial body, endowment foundation and university itself. Pro's of this model counts long-term financial sustainability and division of finance and economy from education itself with educators focusing on teaching not retention of the students. Key argument versus is the lack of control from the state and need for different regulation.The second one is the establishing of decentralized quality assessment system consist of accreditation bodies. In case all of the higher education institutions obtain their accreditation the reputation of the agencies will allow to differentiate quality of the education - i.e. the group of universities with different quality and approach to education will emerge. The negative effect is the need for official recognition procedure and others mechanisms to close access on the education market for the diploma mills.
