Proposed Procedural Amendments to Check Misuse of Blasphmey Laws in Pakistan

Abstract

This is the preliminary text of the report which was submitted to the Senate’s Functional Committee on Human Rights on behalf of National Commission for Human Rights (“NCHR”). NCHR is newly established Paris Principles mandated independent body created through an Act of Parliament known as the National Commission for Human Rights Act (“NCHR Act”), 2012. The Senate of Pakistan is debating misuse of blasphemy laws in Pakistan with a purpose to amend procedural law to prevent its misapplication.
