Abstract

Based on dense earthquake monitoring networks, the earthquake early warning (EEW) technology has remarkable achievement in Taiwan. However, the EEW system has not been applied to buildings, infrastructures, or critical facilities, nor announced to the general public via communication channels. This study reviews EEW potential for disaster reduction and proposes a promotion framework of EEW system in Taiwan. Prototype systems should be established for public organizations using currently reliable communication channels first. Once prototype performance is verified in actual earthquakes, applications would be gradually expanded. Collaboration among the government, academy institutes, and private sectors, could set up a comprehensive EEW system and work to reduce earthquake disaster effects in practice.
