Abstract

Currently, the sector of non-state enterprises (SOEs) has grown strongly and played an important role in the Ho Chi Minh City's socio-economic development. Accordingly, the development of the Communist Party organizations in SOEs is an urgent task, which receives special attention from the Ho Chi Minh City Party Committee. With the participation of the whole political system, this work has achieved many important results. Ho Chi Minh City is a typical locality with many good and creative ways suitable to practical conditions to help businesses realize the role of the Party, and especially, maximize the role of Ho Chi Minh Communist Youth Union (HCYU) grassroots organizations. Recognising its honour and responsibility in building the Party and the political system of the country, the HCYU always performs the function of “the Party’s trusted successor”. This article focuses on clarifying the practice of promoting the role of HCYU grassroots organizations in developing Party members in non-state enterprises in Ho Chi Minh City, thereby drawing some lessons from experience for building the Party today.
