Abstract

:Prior research into project performance has investigated the relationship of variables to project success—as measured subjectively or by cost and schedule results. All projects would benefit from objective predictive measures early in the life cycle when corrective action can be achieved. This article proposes an independent method for project assessment during early phases considering programmatic, technical, cost, and schedule status. An interim project performance metric was derived from weighted ratings of review findings during the formulation phase of NASA projects.
