Abstract
A twin-bore tunnel recently completed under the waters of Biscayne Bay linking Watson Island with the Port of Miami is decreasing travel times to the city’s busy port while reducing congestion and improving safety in the downtown core. Decades in the planning, the massive tunnel and roadway reconstruction project might never have moved forward without an ambitious public-private partnership.
