Abstract

This paper aims to approach the essential conceptual elements on decentralization and respect for federative autonomy in Public Education and Health Policies in Brazil. Perceiving its concrete definitions in the indexed publications that started in the 1980s, it perpetuated itself with more openness to go away in 1990. With an explorative qualitative approach that focuses on enlargement according to the theory, providing hypotheses for sample conduction and space to be studied (DESLANDES; GOMES; MINAYO, 2009), being guided by the bibliographic review in the database of CAPES, IBICT, SIBI / UFPA, SciELO, Google and books. Both sectors (education and health) highlight an entanglement to promote strategic actions in public policies, with emphasis on the demands of the struggles of both political and sanitary reform movements. Interdisciplinary policies and their intersectoral dialectics require their joint implementation, which mobilizes a new strategic model of these public policies.
