Abstract

PROREDE have been successful program since beginning in Guarulhos Secretary of Health in 2008 it has had as a goal the municipal treasury resources decentralization to de Basic Unit of health, hospitals, specialized and zoonoses centers. This process occurred trough signed contract by the management health committee members acting in those units. The resources transferred are used for maintenance of equipments, refurbishments, for supplies, to perform activities for health benefits and to repairing services. Although, the PROREDE Health has as a goal the decentralization of management and improvement of participation of management committee of health members in the decision making process, in the planed action implementation, in the financials reports control, in evaluation improvement process and conditions of services and in the quality service impact to the users. Participatory Strategic Planning was used as awareness method to the managers and committee members. Also, it was done demand research and it was organized by investment lines, once verified the available financial resource amount, and perceived the relationship between demand and resources we worked with a priority vision. Due to, established by the committee members, they planed actions and decided how would be the financial applications systems. In 2008, July in the total of 103 Unit of Health in this municipality, 21 of them signed the PROREDE contract initializing to receive financial resources. However, we can say about the experience gave a hard, significant and positive learned process related to the decentralized and participative management, where the committee members assumed a leading figure identifying little difficulties, in the priority definition, in the financial resources destination, in the control and in financials report and in the participative management as a whole.
