Abstract

This article presents a political assessment of the concept and formation of a social policy that has, as its primary strategy, monetary transfer programs. Therefore, this research explains the outline of a minimum income policy, in Brazil, based on the unification process of the guaranteed wage programs around the government program called ”Bolsa-Familia“ (Family Allowance). This article also investigates the existence or inexistence of a necessity concept in today’s debates about minimum income and the use of such a concept as a guideline for social policies for income distribution, in Brazil, today.
