Abstract

This study describes the strategies, constraints, and solution of problems of increase of literacy skills in ELEMENTARY SCHOOL Muhammadiyah Malang 09. Research methods qualitative approach is done with this type of research is descriptive. The data obtained through interview, observation, and study the documentation. The analysis of the data using analysis Miles and Hubberman. After having analyzed the data then tested their validity by using triangulation techniques and extension of the observation. The results showed that the implementation of the literacy activities starting in 2015. There is an increasing literacy skills in ELEMENTARY SCHOOL Muhammadiyah Malang 09. Students who originally just used to reading books of non text, now students can already produce literacy, namely books. Literacy skills improvement strategies in ELEMENTARY SCHOOL Muhammadiyah Malang 09 refers to the three stages of literacy school. Starting from conditioning phase, implementation phase, until the development of learning-based literacy. Constraint strategies in literacy skills improvement in ELEMENTARY SCHOOL Muhammadiyah Malang 09, among others: (1) the procurement of non text book readings, (2) the competence of teachers ' literacy is still low, (3) the spirit of students in literacy is low, (4) lack of funding, (5) space the narrow library, (6) the lack of specialized personnel as a librarian. Solutions of a constraint strategies in literacy skills improvement in ELEMENTARY SCHOOL Muhammadiyah Malang 09, among others: (1) the existence of dues homeroom and caregivers, (2) guardian of the budget proposal makes the grade, (3) school in collaboration with the literacy community, (4) socializing the funding to caregivers, (5) spatial librarian, (6) the assignment and scheduling of teacher as a librarian.
